NOTICE OF PUBLIC HEARING

CITY OF NAPPANEE PLAN COMMISSION

The City of Nappanee Plan Commission will hold a Public Hearing on Thursday, January 8, 2026, at 7:00 p.m. in the Council Chambers at the Nappanee City Municipal Center, 300 W. Lincoln Street, Nappanee, Indiana.

The purpose of this Public Hearing is to consider a proposed Text Amendment to the Unified Zoning and Subdivision Control Ordinance of the City of Nappanee, which aligns with recent changes in State law (including the principles of Indiana House Bill 1005) regarding housing and development.

The proposed amendment seeks to update and modify the following sections of the Nappanee Zoning Ordinance:

  1. Streamlining of Permitting and Inspections: Establish clear and definitive local timeframes for the completeness review, plan review, and inspection of building permit applications for Class 2 structures (primarily residential), including provisions for the use of qualified private providers.
  2. Residential Zoning and Density Standards: Review and propose amendments to local requirements concerning residential development to encourage an increase in housing supply, which may include:
    • Reducing minimum lot size requirements.
    • Amending standards related to high-density or mixed-use residential development.

A complete copy of the proposed ordinance text amendment and related materials is on file and available for public examination during regular business hours at the office of the City Planner, 215 W. Market St., Nappanee, IN 46550.

Written Objections that are filed with the office of the City Planner (or submitted via email to the City Planner at tnunemaker@nappanee.in.gov) before the date of the hearing will be considered by the Plan Commission.

All concerned citizens will be offered the right to speak and voice their comments at the Public Hearing. The Public Hearing may be continued from time to time as found necessary.

Any person requiring an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the City should contact the Office of the City Clerk-Treasurer at (574) 773-2112 or jknight@nappanee.in.gov as soon as possible, but no later than forty-eight (48) hours before the scheduled event.
