General Notice
The City of Nappanee (Owner) is requesting Bids for the construction of the following Project:
Elder Haus Senior Center Renovation Project
At its October 13, 2025, Board of Public Works and Safety meeting, the City of Nappanee formally rejected all previously received bids for this project. The City now invites new bids for consideration.
Bids for the construction of the project will be received by the City of Nappanee at City Hall, 300 W. Lincoln Street, Nappanee, IN 46550, until 3:30 P.M. local time on Monday, December 8, 2025. Bids will be publicly opened and read aloud at the Board of Works meeting on the same date at 3:30 P.M. Any Bids received after the deadline will be returned unopened, unless an unfair competitive advantage would not result. An award may be made at a later meeting date, as announced.
The Project involves targeted interior renovations to the Elder Haus Senior Center, located at 451 N. Main Street, Nappanee, IN. Work includes:
- Accessibility Upgrades: ADA-compliant restroom renovations and limited corridor repairs to improve accessibility and functionality.
- Interior Renovations: Improvements focused on the dining room area, including new flooring, finishes, and ceiling systems, along with first-floor leveling as needed.
- Kitchen Improvements: Modernization of the existing kitchen into a commercial-grade facility with updated utilities, appliances, and finishes.
No exterior masonry work is included in this project at this time.

Prospective Bidders may request Bidding Documents from the Issuing Office. Partial sets of Bidding Documents will not be available. Neither the Owner nor Engineer will be responsible for full or partial sets obtained from sources other than the Issuing Office. Bids will be accepted only from Plan Holders of Record.
Bidding Documents will be provided electronically in portable document format (PDF) at no charge. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt.
Pre-Bid Conference
A Pre-Bid Conference for the Project will be held on November 24th, 2025, at 10:00 A.M. at Nappanee City Hall, 300 W. Lincoln Street, Nappanee, IN 46550. Attendance at the pre-bid conference is encouraged but not required.
Written questions regarding this project will be accepted until December 3rd, 2025, at 12:00 P.M. (noon). Questions should be submitted in writing to Eric Stalheim, AIA, at EStalheim@kilarchitecture.com.
Instructions to Bidders
- Bids must include sufficient and proper sums for all general construction, labor, materials, permits, licenses, insurance, and other items necessary for project completion.
- Each bid must be submitted in a sealed envelope, clearly labeled with the project title and the bidder’s name and address.
- All bids must be submitted on the forms identified in the Contract Documents and Specifications.
- Each bid must be accompanied by a certified check or acceptable bidder’s bond payable to the Owner, equal to not less than 5% of the total highest aggregate bid, held as evidence of intent to enter the contract if awarded.
- Approved performance and payment bonds in the amount of 100% of the Contract Price are required at contract execution and must remain in effect throughout the contract term plus 12 months after substantial completion.
- Bid security shall be furnished in accordance with the Instructions to Bidders. Conditional or qualified bids will not be accepted.
- Bidders are responsible for compliance with all applicable laws, ordinances, and rules of authorities having jurisdiction.
- Bids must include all information requested by Indiana Form 96 (Revised 2013), including a financial statement under Section III. The Owner may investigate a bidder’s ability to perform the work and may reject any bid if the bidder is not properly qualified.
- Each bidder is responsible for inspecting the project site(s) and being familiar with all Contract Documents and Specifications. Failure to do so does not relieve the bidder from obligations.
- Wage rates must meet or exceed the federal wage scale published by the U.S. Department of Labor.
Award will be made to the lowest, responsive, and responsible Bidder. The lowest, responsive, and responsible Bidder must not be debarred, suspended, or otherwise excluded from participation in federally assisted programs under Executive Order 12549.
Compliance with Federal, State, and Local Regulations
All applicable federal, state, and local laws and regulations shall apply, including but not limited to:
- Minority/Women Owned Business Participation and Indiana Veteran Owned Small Business Goals: The State of Indiana has set a goal of 10% participation for minority and women-owned businesses and 3% participation for veteran-owned businesses for construction or purchase-related contracts.

- Build America, Buy America (BABA) Requirements: Bidders shall be aware of the requirements set by the Bipartisan Infrastructure Law of 2021, which mandate that all iron and steel, manufactured products, and construction materials used in a federal project must be produced in the United States. Pursuant to HUD’s Notice, “Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance” (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates are subject to BABA requirements, unless excepted by a waiver.

- Contractors must also adhere to Federal and State Third-Party Contract Provisions (Appendix B) and Federal Construction Contract Provisions (Appendix C) as provided in the Project Specifications.
- All contractors must meet guidelines and practices established by the Indiana Office of Community and Rural Affairs and any other applicable federal regulations.
Any contract(s) awarded under this Advertisement for Bids are expected to be funded in part by a grant from the U.S. Department of Housing and Urban Development, as administered by the Indiana Office of Community and Rural Affairs (OCRA). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. Pursuant to Federal Labor Standards, no contract may be awarded to a contractor that is debarred, suspended, or otherwise ineligible. Prior to award, contractors must be actively registered in SAM.gov.
